LOW Power - The output power shall not exceed 10 watts;
HIGH Power - The output power shall not exceed 100 watts.
SINGLE-OP - Those stations at which one performs all of the operating, logging, and spotting functions. Only one signal is allowed
at any one time. All operators may change bands at any time.
MULTI-OP - Those stations at which a few operators perform all of the operating, logging, and spotting functions. Only one signal
is allowed at any one time. Stations may change bands at any time. The output power shall not exceed 100 watts.
There are two separate groups of entrants - CIS Stations and DX Stations. CIS Stations are all those stations having the
following prefixes: 4J...4K, EK, ER, EU...EZ, R, RA...RZ, U, and UA...UZ.
Transceiver, computer, interface and antennas must be located within a 500 meter diameter circle or within the property limits of
the station licensee's address, whichever is greater. All antennas used by the entrant must be physically connected by wires
(cables) to the transceivers used by the entrant. Only one transceiver is allowed to be used per participating call sign. Only
one signal is allowed at any one time.
QSOs with the same call sign are valid if they are made on different bands.
Exchanges:
RSQ + his/her four-digit DXDA number. An example of an exchange for W6EPC from the State of California is 599 2053. Maritime and
aircraft mobile stations should send an RSQ report + four zeros, such as 599 0000. You can find your correct DXDA number at the

Points for QSO:
For CIS country: 1 point per each QSO.
For DX-stations:
3 points per QSO with CIS station;
1 point per QSO with all other stations.
Multipliers:
All participants earn a multiplier of 1 (one) for each unique DXDA territory worked regardless of band. Maritime (/mm) and
aircraft (/am) mobile stations are not the multipliers.
Score:
The final score is the result of the total QSO points multiplied by the sum of the DXDA multipliers.
Logs:
Mode QPSK63 should be designated in the report as QM and in any way differently! 
All times must be in UTC. All sent and received exchanges are to be logged. The Contest Committee accepts logs in the Cabrillo
format ONLY. Name your Cabrillo file as your call sign (for example - mm0epc.cbr, mm0epc.txt or mm0epc.log).
Electronic submission implies a signed declaration that all contest rules and regulations for amateur radio in the country of
operation have been observed.
Attantion! The Low Power stations must state the actual maximum output power used during the contest in their
Cabrillo logs.
Sending of electronic logs:
You should send your log upload via Web interface.
Deadline:
All logs must be uploaded no later than 5 days after the contest (20th September, 2013).
Awards:
First, second, and third place certificates in PDF format will be awarded in each category in both groups of entrants - CIS
Stations and DX Stations. All certificates will be issued to the licensee of the station used.
Any radio amateur or radio club can act by the official sponsor of the CIS DX PSK Contest. If you are interested in sponsoring a
special trophy for the contest, please contact the CIS DX PSK Contest Committee.
Rule Violations, Penalties and Declaration:
Violation of amateur radio regulations in the country of the contestant, or the rules of the contest; unsportsmanlike conduct;
taking credit for excessive unverifiable contacts or unverifiable multipliers will be deemed sufficient cause for
disqualification. Incorrectly logged calls or numbers will be counted as unverifiable contacts for culprit only. The use by an
entrant of any non-amateur means such as telephones, telegrams, internet, or the use of packet to solicit contacts during the
contest is unsportsmanlike and the entry is subject to disqualification.
Actions and decisions of the CIS DX PSK Contest Committee are official and final.
